A Request for Quotations (RFQ) process was used to award the contract, with reference number MW-LLDC-491714-CW-RFQ. The official notification was released on October 28, 2025. In keeping with Malawi's climate adaptation objectives, the project is anticipated to be finished in 90 days.
Five ventilated improved pit (VIP) latrines will be fully constructed by Lilongwe-based Smart Construction as part of the agreement, with each facility adhering to contemporary sanitation standards and climate-resilient design specifications.
Many local businesses participated in the tender process. Yujuwa Investments submitted a bid of MWK 193,658,950, while Construction emerged as the lowest evaluated and responsive bidder with a bid price of MWK 153,878,450.
Another bidder, Mugawire Civil and Building, submitted a higher evaluated bid of MWK 301,593,175 but was rejected due to non-responsiveness. In accordance with World Bank procurement standards, the evaluation process placed a strong emphasis on technical compliance, cost-effectiveness, and construction capacity.
Infrastructure, water, and sanitation projects are the areas of expertise for Malawian civil works firm Smart Construction. The company has completed a number of community development initiatives in Lilongwe and surrounding areas, fostering local employment and skill development.
A World Bank-backed programme called the Regional Climate Resilience Programme (RCRP2) aims to improve public health, sustainable water management, and infrastructure in Eastern and Southern African nations to make them more resilient to climate risks.
This contract directly supports Malawi's goals to lower disease transmission, enhance hygiene, and guarantee environmental sustainability in vulnerable communities by concentrating on sanitation infrastructure.
